Miller Park at Fellows Lake

Miller Park occupies 20 acres of recreational amenities and a marina along the southern shore of the 860-acre Fellows Lake, serves as the primary drinking water source for the City of Springfield. When City Utilities set out to enhance and re‑envision this important community destination, they selected TESSERE to lead the master planning process. 

TESSERE’s work included a comprehensive site analysis to assess existing conditions, identify strengths and weaknesses, and uncover opportunities for future improvements. Using this information, the team developed a conceptual master plan that outlined a clear vision for the park’s evolution. A 10‑year implementation plan further defined the desired level of service for Miller Park, establishing a prioritized roadmap for enhancements along with probable cost estimates for each amenity. 

Collaboration was central to the planning process. Input from key stakeholders—including City Utilities, the Kiwanis Club, Springfield–Greene County Park Board, Watershed Committee of the Ozarks, Ozark Greenways, and Dirt66—shaped the direction of the master plan. TESSERE also coordinated with environmental specialists to ensure the long‑term protection of the lake’s water quality. 

The resulting conceptual master plan envisions a vibrant recreational destination featuring new trails, native planting areas, picnic shelters, a reading deck, an all‑inclusive nature play space, a conservation center with an on‑shore marina store, improved parking and circulation, and a new marina structure.
