Fellows Lake Master Plan

Fellows Lake Park encompasses 20 acres of recreational amenities and a marina which serves as the primary drinking water source for the City of Springfield. When City Utilities sought to enhance and reimagine the park, TESSERE was selected to lead the master planning effort.

Collaboration played a central role throughout the process. Input from multiple stakeholders helped shape the long‑term vision for Fellows Lake Park, while TESSERE worked closely with a team of industry specialists, including environmental experts, to ensure the lake’s water quality remains protected.

The master planning scope included a comprehensive site analysis to identify strengths and weaknesses, and uncover opportunities for improvement. Using this information, TESSERE developed a conceptual master plan that outlines the desired level of service for the park and establishes a prioritized roadmap for improvements over the next ten years. The plan also provides options and probable cost for each proposed amenity, giving City Utilities a clear framework for phased implementation.
