TESSERE partnered with Chambers County to design a 19,158-square-foot emergency services facility that strengthens regional disaster preparedness in response to hurricane-related flooding risks. Engineered for 24/7 readiness, the Risk Category IV facility features a dedicated emergency generator, radio tower, and elevated power systems to ensure continuous operation during extreme events. Stormwater detention, enhanced drainage systems, expansive parking and staging areas, and native landscaping all contribute to site resilience and long-term operational efficiency.

Serving as an education hub for emergency responders within a 120-mile radius, the facility integrates education, operations, and community support. Three drive-through lanes with six apparatus bays enable rapid response, while designated hot, warm, and clean zones ensure safe circulation and contamination control. Designed for extended operations, the facility includes private and shared bunk rooms, a full kitchen and dining area, and dedicated laundry space. A flexible training space accommodates up to 40 people, while offices support 12 to 15 staff members, establishing the facility as both a critical emergency shelter and a cornerstone of regional readiness.
